No. Turkey blocked all of Wikipedia from 29 April 2017 until 15–16 January 2020, when access was restored after the Constitutional Court ruled on 26 December 2019 that the ban violated freedom of expression. Between 15 July and 15 October 2026, 534 of 542 OONI tests of tr.wikipedia.org and 520 of 522 of en.wikipedia.org from Turkish networks loaded normally, with no confirmed blocks.

Measured inside Turkey · OONI
522 OONI tests of en.wikipedia.org from 2026-07-15 to 2026-10-15: 520 loaded normally, 2 anomalies (not proof of blocking).
Wikipedia loads normally in Turkey today: 99.6% of OONI tests of en.wikipedia.org and 98.5% of tr.wikipedia.org (separate query, 534 of 542) were normal over the last three months, with zero confirmed blocks on TurkNet, Türk Telekom, Superonline or Türksat. If Wikipedia fails for you, the likely cause is a school, office or Wi-Fi filter, or a single article removed by court order.
Retrieved 2026-10-15. Volunteers run OONI Probe on their own networks; an anomaly is a signal, not proof. Open these measurements on OONI Explorer.

How to unblock from Turkey
A phone on mobile data, a college PC, a managed browser — anything that runs Chrome, Safari, or Firefox works from Turkey.
Frankfurt is closest for most Turkey networks. Switch if your ISP filters the first hop.
Wikipedia is fetched from outside your network and opens in this tab. Some features may not work; see tests on this page.
Deep dive · Wikipedia in Turkey specifically
29 Apr 2017: Access to all Wikipedia language editions blocked at 8:00 local time under Law 5651, first as an administrative measure by the telecoms authority, then approved by the Ankara 1st Criminal Court of Peace. Apr 2017: Authorities cite articles they said portrayed Turkey as supporting ISIL and other groups; Wikipedia had not removed them. 26 Dec 2019: Constitutional Court rules 10–6 that the blanket ban violates freedom of expression. 15–16 Jan 2020: The ruling is published in the Official Gazette and access is restored after about 991 days. Jul–Oct 2026: OONI: 520 of 522 tests of en.wikipedia.org from Turkey load normally; 0 confirmed blocks.
During the 2017–2020 block, Turkey Blocks measured DNS spoofing, failed TLS handshakes on HTTPS and HTTP 404 responses on unencrypted connections, across Turkcell, Uydunet and other fixed and mobile ISPs. The legal basis was Law 5651. No network-level block is visible in current OONI data.
In our tests through AnyProxy on 15 October 2026, these worked: Read a Turkish Wikipedia article (Frankfurt); Search Turkish Wikipedia for 'Anayasa Mahkemesi' (Singapore). Details and screenshots are below.
DNS snapshot
We scanned 15 public DNS resolvers worldwide for wikipedia.org. Below is what each resolver returned. This shows how the domain resolves from public resolvers outside your network, not what your ISP returns.
Snapshot from DomainScan on 2026-10-05. A resolver that gave no answer is not proof of blocking in Turkey; see the measurements above for in-country evidence.

Legal in Turkey?
Proxy use is legal in Turkey. BTK has periodically blocked specific VPN and proxy sites, though the tools themselves remain lawful to use.
Nothing on this page constitutes legal advice. If your workplace policy prohibits proxies specifically, that policy still applies; the fact that the tool is legal does not override an agreement you signed with a network operator.
