Why ChatGPT is blocked in Russia
In Russia, a nationwide ChatGPT ban is partial. Some ISPs block it, others do not. School and government networks tend to filter it most strictly. Roskomnadzor maintains an extensive block list that now includes Instagram, Facebook, and X. VPN and proxy providers themselves have been progressively blocked. Filtering has intensified since 2022, with DPI-based blocks and active protocol fingerprinting.
On ChatGPT specifically: Roskomnadzor uses DPI plus ISP-level DNS and IP blocking. Many popular VPN protocols are actively fingerprinted and dropped. The mechanics matter because ChatGPT — as a AI service — hits multiple layers of the filter at once: the domain shows on DNS blocklists, the destination IPs are known, and the TLS handshake is fingerprintable.

ChatGPT access in Russia is partially restricted by OpenAI's own regional policy, not by Russian network filtering. OpenAI does not officially serve users with Russian IP addresses — the ChatGPT web interface loads but chat sessions fail geographic eligibility checks. Roskomnadzor has not added ChatGPT to its national blocklist as of 2026, but the practical effect from a Russian IP is the same as a block. Russian users routinely reach ChatGPT via VPNs and proxies with EU-region IPs. Local Russian AI alternatives (YandexGPT, GigaChat) are Kremlin-adjacent products with different content moderation and are not full substitutes.
This is unusual — the block is at OpenAI's side, not the network side. Russian ISPs allow the connection to reach openai.com; OpenAI's edge infrastructure identifies the Russian IP via GeoIP and either returns a "not available in your country" response or lets the login page load but silently fails on API calls. A web proxy that presents a supported-region IP (any of Frankfurt, Singapore, Virginia — none of which are Russian) resolves both the identification and the chat-tier check.
