Iran maintains one of the most aggressive internet filtering regimes in the world. Instagram, X, YouTube, Facebook, and most Western platforms are blocked outright at the national level; ChatGPT and Telegram face partial restrictions. During protests, the government has repeatedly throttled or fully blackout the internet for periods of days.

On Instagram specifically: Iranian filtering combines DNS blocks, IP blocks, and DPI. Whitelisted "national internet" (SHOMA) is the goal of the state's network policy. The mechanics matter because Instagram — as a social network — hits multiple layers of the filter at once: the domain shows on DNS blocklists, the destination IPs are known, and the TLS handshake is fingerprintable.

History

Instagram was blocked in Iran in September 2022 during the Mahsa Amini protests — one of the last remaining major Western platforms available to Iranians was cut. The block was ordered by the Ministry of Communications and enforced through IRGC-linked national infrastructure. Meta has not registered as an Iranian online service provider, and the block has remained continuously in effect. Instagram had been the largest social platform in Iran with an estimated 45 million active users before the block; usage via proxy and VPN has partially replaced the direct access.
