In depth

Kominfo maintains the PSE (Private Electronic System Operator) rules that require online services to register with the ministry. Non-compliant services face nationwide blocks — Netflix and Reddit have been briefly blocked in past enforcement rounds; TikTok was temporarily blocked in 2018 before a content agreement. Enforcement is DNS-based at the ISP level (Telkomsel, IndiHome, XL, Indosat). The underlying sites usually stay online — just unreachable via the default network path. Web proxies over HTTPS to non-blocked domains reach the sites normally.
