Roskomnadzor is Russia's federal executive agency responsible for media and telecom oversight — including the national blocklist enforced by Russian ISPs.

Roskomnadzor issues blocklists that Russian ISPs must implement via DNS filtering and DPI. Since 2022 the scope has expanded dramatically — Instagram, Facebook, and X are all officially blocked in Russia. Roskomnadzor also began actively fingerprinting and blocking major VPN providers, with success in identifying WireGuard and OpenVPN protocol signatures. Obfuscated protocols still work in many cases. Web proxies over HTTPS remain a lighter option for browser-based access. Users are responsible for compliance with Russian law.
