Egypt blocks quietly. Instead of a block page, its ISPs use deep packet inspection to reset the connection, so a blocked site simply looks broken. OONI found 178 URLs consistently blocked this way in 2017–18, most of them news outlets, and the pattern holds in 2026: Al Jazeera, Reporters Without Borders, Alhurra, the Tor Project and Proton VPN each fail in roughly half of OONI tests from Egypt, while YouTube, Facebook, WhatsApp and Telegram load in more than 95%.

Internet restrictions in Egypt
Egypt mostly blocks news outlets and VPN or anonymity tools rather than big platforms, and it rarely says so: OONI found 178 URLs consistently blocked in 2017–18. Internet calls on WhatsApp and similar apps have been blocked on mobile networks on and off since 2013.
How the filtering works: Egyptian ISPs block with deep packet inspection that resets the connection instead of showing a block page, so a blocked site looks like it failed to load.
Who decides: National Telecommunications Regulatory Authority (NTRA) (الجهاز القومي لتنظيم الاتصالات). Carries out blocking orders on the networks. The Supreme Council for Media Regulation can block news sites and any social-media account with more than 5,000 followers under Media Law 180 of 2018, and Article 7 of Cybercrime Law 175 of 2018 lets prosecutors seek court-ordered blocks. In January 2026 the rights group Masaar cited a Court of Cassation ruling that the Interior Ministry has no power to block websites on its own.
