Iran blocks Instagram, YouTube, ChatGPT, X, and most Western platforms at the national DPI level. 4 web proxies ranked by reliability against the Iranian filter stack.
OONI tests from Iranian networks, 15 July to 15 October 2026, show YouTube, Instagram, X, Facebook, Telegram, WhatsApp, TikTok and BBC loading in under 6% of tests, with thousands of measurements confirmed as blocked. ChatGPT, Gemini and Claude loaded in over 93%. Through AnyProxy on 15 October, YouTube, BBC Persian and a public Telegram channel loaded; Instagram profiles hit a login wall.
Context
How we ranked: we cannot test from inside Iran, and OONI has no measurements of any of these proxy domains from Iran in the same window, so nobody can say from data which proxy sites Iranian ISPs block. We therefore ranked on what each proxy opened on 15 Oct 2026 among sites OONI shows blocked in Iran: YouTube, Instagram and TikTok. AnyProxy opened two of the three, Proxyium one, 4everProxy one Instagram profile out of two, CroxyProxy none. During a full national shutdown no outside service works, this one included. AnyProxy publishes this list and ranks itself in it, so treat our placement with suspicion. That is why every ranking below points to a dated test or measurement, including the tests AnyProxy lost.

Full breakdown
Of the Iran-blocked sites we tried, YouTube played and TikTok loaded; BBC Persian and a public Telegram channel also loaded. Instagram profiles redirected to login. Frankfurt adds EU cookie screens on YouTube; Singapore does not. The Telegram page needed about 30 s on first load.
TikTok loaded; YouTube loaded but did not play; Instagram returned "Request failed". Its fastest server is in Europe by its own label.
The only proxy that showed a public Instagram profile (1 of 2), but YouTube and TikTok failed. Ranked above CroxyProxy for the Instagram result, which matters in Iran.
YouTube loaded but did not play; TikTok gave a CAPTCHA; Instagram "Request failed". It did load ChatGPT, which Iranian networks do not block anyway.
