Background
Turkey's BTK (Information and Communication Technologies Authority) has one of the more active block-list regimes in Europe. Wikipedia was fully blocked for over two years; X, YouTube, and various news sites have faced repeated restrictions. Blocks are typically DNS-level but occasionally escalate to IP-level.
How the filtering works: Turkish ISPs enforce BTK-issued block lists via DNS. During politically sensitive events, deeper filtering (IP and DPI) has been observed.
